Flat roof replacement cost: what a new flat roof really costs in 2026

Felt, EPDM, GRP or single ply — what each covering costs, how long it lasts, and how to check whether your flat roof genuinely needs replacing.

Flat roofs get replaced far more often than they need to be. A covering that is ponding, blistered and twenty years old probably does need renewing. A covering with one split seam and a blocked outlet almost certainly does not. The difference is worth several thousand pounds, and you can usually see it in a set of overhead photographs.

For a typical domestic extension or garage roof of around 15–20 m², that puts most straightforward replacements between roughly £1,300 and £3,000. A large dormer or a commercial unit runs to a different order of magnitude, and access, edge detailing, upstands, outlets and roof lights all add cost.

Repair or replace? Five checks

  • Age. A felt roof past 18–20 years is on borrowed time regardless of how it looks.
  • Ponding. Standing water more than 48 hours after rain points to a deck or fall problem, not just a covering problem.
  • Blistering and crazing. Widespread surface breakdown means the covering has aged out; isolated blisters can be cut and patched.
  • Soft or springy underfoot. That is a wet deck, and no new covering should be laid over it.
  • Perimeter and upstand detail. Many 'flat roof leaks' are actually failed edge trims, upstands or the flashing where the flat roof meets the wall — a repair, not a replacement.
A flat roof is the one part of a house nobody ever actually looks at. A drone survey gives you a straight-down photograph of the whole surface, so ponding, splits and blocked outlets are obvious rather than theoretical.

What a fair quote should contain

A serious flat roof quote sets out the covering system by name and manufacturer, whether the existing covering is being stripped or overlaid, whether insulation is being upgraded, what happens at the edges and upstands, how rainwater outlets are being handled, and what guarantee is offered. Insurance-backed guarantees of 10–20 years are common on EPDM and GRP; a verbal 'that'll be fine for years' is not a guarantee.

Overlaying an old covering is cheaper but it hides a wet deck and often voids the manufacturer warranty. If a quote is notably lower than the others, check whether that is why.

Building standards and Scottish weather

Where more than a quarter of a roof covering is being renewed, thermal upgrade requirements can be triggered under building standards, which typically means a warm-roof build-up with insulation above the deck. That costs more up front and cuts heat loss afterwards. It is worth asking your roofer to confirm what applies to your job rather than discovering it mid-project.

Scottish weather is hard on flat roofs specifically because of freeze-thaw cycling and sustained wind-driven rain. A hairline split that would sit harmlessly through a dry southern summer will be a soaked ceiling by February here.
